What We Do

The Regulators RoundTable Institute is a nonprofit organization organized under Section 501(c)(3) of the Internal Revenue Code.

The Institute convenes and educates conservative public service commissioners and senior regulatory officials to promote reliability, affordability, innovation, and state-driven regulatory authority in critical infrastructure sectors.

RRI is committed to providing a professional, nonpartisan forum for education and dialogue. The Institute is not affiliated with any political party, candidate, or campaign and does not engage in political activity.

Founded to support the growing responsibilities of state regulators, RRI provides a trusted environment for learning, peer engagement, and collaboration with subject-matter experts.

Who We Are

Advisory Board

RRI is advised by a board of experienced former public service commissioners and regulatory professionals who provide strategic insight for the organization’s educational mission. 

Board members and advisors serve in a volunteer capacity and do not represent political campaigns, parties, or advocacy organizations in their roles with RRI.

Elizabeth Gianini, President

Elizabeth Gianini is a seasoned public affairs and government relations strategist with over 30 years of experience at the intersection of policy, politics, and strategic communications. She currently serves as President of the Regulators RoundTable Institute, where she leads national convenings and cross-sector initiatives aimed at advancing innovation, reliability, and collaboration in state energy regulation.

Prior to her current role, Elizabeth served as Senior Vice President of Public Affairs at Commonwealth Care Alliance (CCA), where she led government relations, policy, and strategic communications at both the state and federal levels—driving forward policy solutions for individuals dually eligible for Medicare and Medicaid. She also held senior positions as SVP of Government Affairs at DentaQuest and Vice President of State Affairs at WellCare Health Plans.

Earlier in her career, Elizabeth held key leadership roles across all levels of government. She served as Chief of Staff to the first Republican Mayor of Orange County, Florida, and as Deputy Chief of Staff to Ambassador Robert Zoellick, then U.S. Trade Representative under President George W. Bush. She also played a pivotal role during the 2000 Florida recount as Deputy Executive Director of the Republican Party of Florida.

Though newer to the energy and technology sectors, Elizabeth is widely respected for her coalition-building expertise, ability to align policy and business strategy, and her pragmatic, results-oriented leadership. She is a trusted advisor, frequent mentor, and thought partner in shaping the regulatory landscape on issues of national significance.

Programs and Events

The Regulators RoundTable Institute’s programs and events provide educational forums for public service commissioners to engage in substantive, nonpartisan discussions on utility regulation, infrastructure, reliability, innovation, and public service leadership.

RRI convenes conferences, roundtables, briefings, and training programs that bring together commissioners, subject-matter experts, and industry leaders for practical, information-sharing and professional development.

Programs and events are designed to

  • Promote informed, independent regulatory decision-making
  • Encourage constructive dialogue among state and federal leaders
  • Provide commissioners with access to technical, legal, and policy expertise
  • Support ethical, transparent, and responsible public service

All RRI programs and events are educational in nature and are conducted in accordance with the organization’s status as a nonprofit organization organized under Section 501(c)(3) of the Internal Revenue Code.

RRI does not engage in political advocacy, endorse candidates, or promote legislation. Participation in RRI programs does not imply support for any political party or policy position.
